    4,000+ words to cut

    In order to get the Vladimir Putin article to be under 15,000 words and get under the 15,000 word "article too long" Wikipedia guidelines, its seems as if the best approach is to trim the size of the foreign policy section.

    thank you, yes that's one way. another is to trim the political career, domestic policy sections, i've done the former. All 3 of these major sections have sub-articles, which are already split off.
