Background

Al-Jaburi is believed to have been born in 1970 or 1973 in Mosul, Iraq. He was a member of al-Qaeda in Iraq (AQI) before coming to manage ISIL's finances while serving as ISIL deputy in southern Mosul in 2014. The US Department of the Treasury designated him as a Specially Designated Global Terrorist in September 2015.[4] Al-Jaburi supervised the group's revenue-generating operations from illegal oil, gas, antiquities, and minerals sales. On 11 August 2016, Green Berets and Iraqi Kurdistan security forces launched a raid on Qaim and were initially reported to have killed al-Jaburi and one of his deputies.[5]
