2025 Philippine local elections in Cagayan Valley

The 2025 Philippine local elections in Cagayan Valley are scheduled to be held on May 12, 2025.

Batanes

Governor

Term-limited incumbent Marilou Cayco (Partido Federal ng Pilipinas) is running for the House of Representatives in Batanes's lone legislative district.[1] She was re-elected under the Liberal Party with 61.04% of the vote in 2022.

The Liberal Party nominated Batanes vice governor Ignacio Villa to run against former Batanes governor Telesforo Castillejos (Aksyon Demokratiko), former Batanes vice governor Jun Aguto (Partido Federal ng Pilipinas) and philanthropist Jun Abad (Nationalist People's Coalition).[1][2]

Vice Governor

Incumbent Ignacio Villa (Liberal Party) is running for governor of Batanes. Villa was re-elected with 33.10% of the vote in 2022.

The Liberal Party nominated Wally Estamo to run against Uyugan mayor Jhong Nanud (Partido Federal ng Pilipinas), Batanes board member Juan Redondo (Aksyon Demokratiko) and former Batanes board member Ferdie Elica (Nationalist People's Coalition).[1][2]

Term-limited incumbent Manuel Mamba (Nacionalista Party) is running for vice governor of Cagayan.[4] He was re-elected with 52.02% of the vote in 2022.

The Nacionalista Party nominated former Philippine National Police chief Edgar Aglipay to run against Cagayan vice governor Melvin Vargas Jr. (Independent) and Zarah Lara (Nationalist People's Coalition).[5]

In February 11, 2025, three people were arrested for trying to extort ₱90 million (US$1.83 million) from two municipal candidates in Enrile, Cagayan by claiming to be COMELEC-connected IT specialists who could rig the election results in their favor.[23] On February 28, COMELEC filed cybercrime charges against a vice-mayoral candidate in Reina Mercedes, Isabela, after he posted a video on social media appearing to demonstrate a method on how to tamper with the election results.[24]

On April 23, Joel Ruma, the reelectionist mayor of Rizal, Cagayan, was shot dead by a suspected sniper while campaigning, with three people injured in the same incident.[25] On April 26, a candidate for councilor in San Pablo, Isabela was shot and injured along with two companions in an ambush.[26]
